Consider recommendations regarding the Good Neighbor Agreement (GNA) No. 26-GN-11050700-021 between the Santa Barbara County Fire District (SBCFD) and the United States Department of Agriculture (USDA) Forest Service, Los Padres National Forest, as follows:
a) Retroactively approve and authorize the Fire Chief to execute the GNA between the SBCFD and the USDA Forest Service, Los Padres National Forest;
b) Authorize the Fire Chief or his designee to make amendments, with County Counsel, Auditor Controller, Risk and County Executive Officer approval, to the GNA for the term of this agreement ending on May 31, 2031; and
c) Determine that the above-recommended actions do not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the actions are the creation of a governmental funding mechanism or other government fiscal activity, which do not involve any commitment to any spe...
