Consider recommendations regarding a Request for Proposal (RFP) for Phase 2 Workday Implementation Services and Initial Project Staffing, as follows: (4/5 Vote Required)
a) Authorize the release of a RFP for Workday Phase 2 Implementation Services;
b) Adopt an amendment to the Salary Resolution to allocate one full-time equivalent (1.0 FTE) limited term Human Resources Management Professional Senior; 1.0 FTE limited term Human Resources Management Professional II; 1.0 FTE limited term Administrative Office Professional Senior; and 1.0 FTE limited term Department Business Specialist I to the Human Resources Department effective as of September 28, 2026;
c) Approve Budget Revision Request No. 1684 to establish appropriations of $475,000.00 in General County Programs General Fund for Intrafund Expenditure Transfers Out funded by a release of Committed Countywide ERP Project Fund Balance; increase appropriations for Salaries and Benefits in the Human Resources General Fund funded by Intrafund Expenditure Transfers In from the General County Programs General Fund; and
d) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA guidelines because they consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
