Consider recommendations regarding the Laguna County Sanitation District, Authorization to Use the Design-Build Delivery Method and Initiate Procurement for the Solids Handling Phase 3 Project (Project No. SOLID3); Fourth and Fifth Districts, as follows:
Acting as the Board of Directors, Laguna County Sanitation District:
a) Approve the use of the Design-Build project delivery method for the Solids Handling Phase 3 Project (Project No. SOLID3), pursuant to Public Contract Code Sections 22160-22169;
b) Authorize the Public Works Director, or designee, to issue a Request for Qualifications to solicit Statements of Qualifications from prospective Design-Build entities;
c) Authorize the Public Works Director, or designee, to evaluate Statements of Qualifications and establish a shortlist of the most qualified Design-Build entities;
d) Authorize the Public Works Director, or designee, to issue a Request for Proposals to shortlisted Design-Build entities;
e) Direct staff to return to the Board with a recommended Design-Build entity and a proposed contract award, including contract amount and contingency, upon completion of the solicitation process; and
f) Determine that the advertising for and receipt of qualifications and proposals is an administrative and fiscal activity which will not result in changes in the environment and therefore the action does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA), pursuant to 14 CCR Section 15378(b)(5).
