Title: Consider recommendations regarding the 2026-2029 Memorandum of Understanding (MOU) between Santa Barbara San Luis Obispo Regional Health Authority, dba CenCal Health, and the Probation Department Susan J. Gionfriddo Juvenile Justice Center (JJC), as follows: a) Approve and authorize the Chief Probation Officer to execute a MOU effective September 1, 2026 through September 1, 2029, between the Probation Department and CenCal Health to implement Medi-Cal pre-release services under the California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved (JI) Reentry Initiative at the JJC; and b) Determine that the above recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the activities are covered by the common sense exemption that CEQA applies only to projects which have the potential for causing significant effects on the environment, and where it can be seen with certainty that there is no p...
