Title: Consider recommendations regarding a Blue Sky Center Contract Amendment for Mobility Projects; First District, as follows: a) Approve and authorize the Chair of the Board to execute the First Amendment to the Agreement for Services of Independent Contractor with Blue Sky Center to modify the scope and increase the amount by $165,500.00 to a total amount not to exceed $442,362.00 to implement activities under the Resilient Cuyama Valley initiative funded by the Transformative Climate Communities Grant; and b) Determine that the recommended actions do not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 as the actions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
