Consider recommendations regarding License Agreements For Access to Property-Rancho Guadalupe Dunes County Park, Fourth District, as follows:
a) Approve and execute a License Agreement for Access to Property authorizing Union Oil Company of California ("Unocal") to enter upon County property known as Rancho Guadalupe Dunes County Park to perform Regional Water Quality Control Board-approved Phase II assessment work, including but not limited to the collection and analysis of soil and/or ground water, effective from the date of execution and continuing until the assessment work is completed, or until October 1, 2004, whichever shall first occur;
b) Approve and execute a License Agreement for Access to Property authorizing Thriftway Company ("Thriftway") to enter upon County property known as Rancho Guadalupe Dunes County Park to perform Regional Water Quality Control Board-approved Phase II assessment work, including but not limited to the collection and analysis of soil and/or ground water, effective from the date of execution and continuing until the assessment work is completed, or until October 1, 2004, whichever shall first occur.
