HEARING - Consider recommendations regarding the Appeal of the Point Arguello Project Condition R-1 Review and consider the Planning Commission's October 30, 2000 recommendations, as follows:  (EST. TIME: 2 HRS.)

a) Adopt the required findings including CEQA findings specific to the Condition R-1 review process, specified in Attachment of the Planning Commission staff report dated October 24, 2000;

b) Adopt the Statement of Overriding Considerations, included as Attachment D;

d) Deny the appeals of Arguello Inc., Benton Oil and Gas Company, Samedan Oil Corporation and Nuevo Energy Company and uphold the Planning Commission's October 30, 2000 decision to approve staff's recommendations for the Condition R-1 review process (85-FDP-032), with modifications recommended by staff.
