Consider recommendations regarding the award of a Construction Contract for Santa Barbara General Services, Sheriff, Main Jail Elevator Repair Project No. 21017, Second District, as follows:
a) Approve the specifications for Santa Barbara Sheriff, Main Jail Elevator Repair Project No. 21017 (Project) on file in the General Services Capital Projects office;
b) Award, approve, and authorize the Chair to (i) execute the contract (Contract) for the Project in the base amount of $186,250.00, to modernize existing controls, pump unit, cartop, cab, car and hall door, and pit equipment of the Central jail elevator; and (ii) to execute alternate bids of $196,495.00 to modernization of Northwest jail elevator, and $18,000.00 for new hoist way doors for both Central and Northwest jail elevators, for a Contract total of $400,745.00. The lowest responsible bidder for the Project is Urban Elevator Service CA LLC (Urban Elevator Service), subject to the provisions of the documents and certifications as set forth in the specifications applicable to the project located at the Main Jail, 4436 Calle Real Santa Barbara, CA, 93110;
c) Authorize the Director of General Services to approve change orders to the Contract in an amount not to exceed $32,537.00, as authorized under California Public Contract Code Section 20142; and
d) Determine that the proposed actions are exempt under the California Environmental Quality Act (CEQA) pursuant to sections 15301, subdivision (a), and 15302 of the CEQA Guidelines, because the Project is a minor alteration to a public structure involving negligible or no expansion of existing or former use and the replacement of existing equipment; and direct staff to file a Notice of Exemption on that basis.
