Title: Consider recommendations regarding California Department of Health Care Services (DHCS) Second Amendment to the Fiscal Years (FYs) 2021-2024 County Performance Contract, as follows: a) Approve, ratify, and authorize the Director of the Department of Behavioral Wellness to execute a Second Amendment to the DHCS County Performance Contract (No. 21-10112 A2) to extend the term of the agreement through June 30, 2026, for the continued receipt of both federal and State funds for mental health and substance use disorder treatment services, initially for the period of July 1, 2021 through June 30, 2024, and now amended, through June 30, 2026; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(4), finding that the action is a governmental funding mechanism and/or fiscal activity that will not result in direct or indirect physical changes...
