Title: Consider recommendations regarding an Amendment to the 2016-2018 Community Development Block Grant (CDBG) Urban County Agreement, as follows: a) Approve and authorize the Chair to execute First Amendments to the three Cooperation Agreements between the County of Santa Barbara and the cities of Carpinteria, Buellton and Solvang (Partner Cities) for Participation in the Santa Barbara Urban County CDBG Program for Three Fiscal Years (2016-2018); and b) Determine that the recommended action is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the action is a creation of government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
