Title: Consider recommendations regarding an Agreement and Memorandum of Understanding with the California Statewide Automated Welfare System Consortium for the approval of the Joint Exercise of Powers, as follows: a) Approve and authorize the Chair to execute the Second Amended and Restated Joint Exercise of Powers Agreement among the fifty-eight California counties; b) Approve and authorize the Chair to execute the Memorandum of Understanding between the California Statewide Automated Welfare System Consortium and the County of Santa Barbara Department of Social Services; and c) Determine that the activity is not a "Project" subject to California Environmental Quality Act (CEQA) review per CEQA Guideline Section 15378(b)(5), since the activity is an organizational or administrative activity of government that will not result in direct or indirect physical changes in the environment.

a) Approve and authorize the Chair to execute the Second Amended and Restated Joint Exercise of Powers Agreement among the fifty-eight California counties;
