Title: HEARING - Consider recommendations from the Legislative Program Committee meeting of August 4, 2003, as follows: (EST. TIME: 30 MIN.) a) Consider draft letter to be sent to State legislative delegates to communicate the County's support for workers' compensation reform to promote an efficient, equitable, and cost effective system and provide direction to staff as appropriate; b) Oppose SB 18 (Burton) Traditional Tribal Cultural Sites, to establish the Traditional Tribal Cultural Site (TTCS) Register, establish a process for listing sites on the Register, and establish a procedure in the California Environmental Quality Act (CEQA) for reviewing proposed projects that may adversely impact a TTCS and authorize the chair to sign a letter communicating the County's opposition to the bill; c) Support the inclusion of Maddy Emergency Service Fund language, to allow the Board of Supervisors to vote to establish such a fund for Santa Barbara County, in SB 635 (Dunn) and direct staff...

a)  Consider draft letter to be sent to State legislative delegates to communicate the County's support for workers' compensation reform to promote an efficient, equitable, and cost effective system and provide direction to staff as appropriate;
 
b)  Oppose SB 18 (Burton) Traditional Tribal Cultural Sites, to establish the Traditional Tribal Cultural Site (TTCS) Register, establish a process for listing sites on the Register, and establish a procedure in the California Environmental Quality Act (CEQA) for reviewing proposed projects that may adversely impact a TTCS and authorize the chair to sign a letter communicating the County's opposition to the bill;
 
c)  Support the inclusion of Maddy Emergency Service Fund language, to allow the Board of Supervisors to vote to establish such a fund for Santa Barbara County, in SB 635 (Dunn) and direct staff to work with Senator Dunn to seek a rule waiver to allow the bill to be heard in the Assembly;
 
d)  Consider taking a position on the following two statewide initiatives which have qualified and will be included on the October 7, 2003 Special Election ballot:
 
         i.  Proposition 53 - Funds Dedicated for State and Local Infrastructure;
 
         ii. Proposition 54 - Classification by Race, Ethnicity, Color, or National Origin. Please note: The Human Relations Commission voted unanimously to recommend that the Board of Supervisors Oppose Proposition 54.
