Title: Consider recommendations regarding the property 716 Ballard Canyon Road, in Solvang, APN 137-120-056, Third District, as follows: a) Accept the Grant of Utility Easement and Water Rights executed by David J. Petersen and Sheila Petersen (husband and wife), and by Nathan Giacinto and Susan Giacinto (husband and wife), all as owners of 716 Ballard Canyon Road, by authorizing the Clerk of the Board to execute the Certificate of Acceptance for a water well and water rights on 716 Ballard Canyon Road, Solvang; b) Approve and authorize the Chair to execute an Agreement to Provide Water with David J. Petersen and Sheila Petersen (husband and wife), and Nathan Giacinto and Susan Giacinto (husband and wife), all as owners of 716 Ballard Canyon Road. Consider recommendations regarding the property 716 Ballard Canyon Road, in Solvang, APN 137-120-056, Third District, as follows:
 
a) Accept the Grant of Utility Easement and Water Rights executed by David J. Petersen and Sheila Petersen (husband and wife), and by Nathan Giacinto and Susan Giacinto (husband and wife), all as owners of 716 Ballard Canyon Road, by authorizing the Clerk of the Board to execute the Certificate of Acceptance for a water well and water rights on 716 Ballard Canyon Road, Solvang;
 
b) Approve and authorize the Chair to execute an Agreement to Provide Water with David J.
