Title: Consider recommendations regarding the 2012/2013 Agreement for Operations of a Countywide Library System, as follows: a) Approve and authorize the Chair to execute a one-year Agreement for Operation of a Countywide Library System by and between the County of Santa Barbara and the Cities of Lompoc, Santa Barbara and Santa Maria for the period of July 1, 2012 through June 30, 2013 for a total cost of $2,550,403.00 for Fiscal Year 2012/2013; b) Determine that the approval of the Agreement is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the project is a creation of a governmental funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; and c) Direct staff to file a Notice of Exemption (NOE).
