Title: Consider recommendations regarding the Good Samaritan Shelter Agreement for Substance Abuse Screening, Referral, and Treatment for the Homeless Population, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Good Samaritan Shelter to provide substance abuse screening, referral, and treatment for the homeless population, in the amount not to exceed $31,000.00, for the period of July 1, 2026, through June 30, 2027; and b) Determine that the recommended action is not a "Project" within the meaning of the California Environmental Quality Act (CEQA) and is exempt per CEQA Guideline Section 15378(b)(4), since the recommended action is the creation of a governmental funding mechanisms or other governmental fiscal activities that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
