Consider recommendations regarding the Grant Agreement with Sierra Health Foundation: Center for Health Program Management (The Center) for California Department of Health Care Services (DHCS) Proposition 36 Behavioral Health Requirements Implementation Funds for Fiscal Years 2025-2028, as follows: (4/5 Vote Required)
a) Approve, ratify, and authorize the Director of the Department of Behavioral Wellness to execute the grant agreement (CA26PRP23830), as well as the required dispute resolution attachment, with Sierra Health Foundation: The Center for California DHCS Proposition 36 Behavioral Health Requirements Implementation funds for facility renovations in the award amount of $395,332.00 for the period of March 1, 2026 through March 31, 2028;
b) Approve Budget Revision Request (BRR) No. 1572, to accept Proposition 36 funds from Sierra Health Foundation: The Center, acting on behalf of the DHCS, in the amount of $395,332.00, to increase County’s infrastructure for substance use and mental health services; and
c) Determine that the above recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4) and (b)(5), finding that the action is governmental funding mechanisms and/or administrative or fiscal activities that will not result in direct or indirect physical changes in the environment.
