Title: Consider recommendations regarding the approval of a professional services contract with Tetra Tech Inc. for technical support and quality assurance services at the Santa Ynez Valley Recycling and Transfer Station, Third District, as follows: a) Approve and authorize the Chair to execute the professional services contract with Tetra Tech, Inc. Consider recommendations regarding the approval of a professional services contract with Tetra Tech Inc. for technical support and quality assurance services at the Santa Ynez Valley Recycling and Transfer Station, Third District, as follows:

 

a) Approve and authorize the Chair to execute the professional services contract with Tetra Tech, Inc. (a local vendor) with an end date of June 30, 2020 and a total contract amount not to exceed $37,416.20; and

 

b) Find that the proposed action to approve the contract does not constitute a “Project” within the meaning of the California Environmental Quality Act pursuant to 15378(b)(5), organizational or administrative activities of governments that will not result in direct or indirect physical changes to the environment. Find that the construction of a limited number of new storm water treatment best management practices (BMPs) at the existing Santa Ynez Valley Recycling Transfer Station is exempt from the California Environmental Quality Act pursuant to Guideline Section 14 CCR 15303 (c) New Construction or Conversion of Small Structures, and Guideline Section 14 CCR 15304 (a) Minor Alterations to Land and direct the Clerk of the Board to file a Notice of Exemption on these bases for the proposed actions.
