Title: Consider recommendations regarding the California Behavioral Health Continuum Infrastructure Program (BHCIP) Grant Agreement for Tribal Infrastructure with Advocates for Human Potential, Inc. Title

Consider recommendations regarding the California Behavioral Health Continuum Infrastructure Program (BHCIP) Grant Agreement for Tribal Infrastructure with Advocates for Human Potential, Inc. (AHP), Fiscal Year (FY) 2021-2022, as follows:

 

a) Approve, ratify, and authorize the Director of the Department of Behavioral Wellness, or designee, to execute the California BHCIP Grant Agreement 7469-BHCIP-County of Santa Barbara DOBW-01G with AHP, a Massachusetts for profit entity (not a local provider), serving as the California Department of Health Care Services (DHCS) administrator for “Tribal Infrastructure Planning,” Project No. 21-10368, for the provision of a Facility Capacity Action Plan with goals, objectives, and strategies that are in alignment with state and local priorities in the amount of $150,000.00 for the period of January 3, 2022 through December 31, 2022;

 

b) Delegate authority to the Director of the Department of Behavioral Wellness, or designee, to act on behalf of the County in the implementation of the BHCIP Program and make immaterial changes to the Agreement without requiring the Board’s approval of an amendment of the Agreement, subject to the Board’s ability to rescind this delegated authority at any time; and

 

c) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA Guidelines.
