Consider recommendations regarding an agreement with the State Department of Rehabilitation (DOR), Fiscal Years (FYs) 2024-2027, as follows:
a) Adopt a Resolution in the Matter of Authorization to execute a Cash Transfer Agreement with the State DOR, which approves, ratifies, and authorizes the Director of Behavioral Wellness to execute Agreement No. 32450 with DOR to coordinate vocational rehabilitation services for a Cash Match maximum of $261,990.00, $87,330.00 for FY 2024-2025, $87,330.00 for FY 2025-2026, and $87,330.00 for FY 2026-2027 during the period of July 1, 2024, through June 30, 2027;
b) Delegate to the Director of Behavioral Wellness the authority to execute documents required by the DOR to carry out this multi-year Agreement, including the contractor's certification, any data records required, and any subsequent amendments that do not materially change the terms of the grant, including but not limited to, the amount or term of the grant, subject to review and concurr...

c) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(5) since the recommended actions are government administrative activities, which do not involve commitment to any specific project that may result in a potentially significant physical impact on the environment.
