Title: Consider recommendations regarding acceptance of Community Recidivism and Crime Reduction Services Grant Program Funds, as follows: a) Authorize the County Executive Officer to submit a Letter of Interest to the Board of State and Community Corrections (BSCC) notifying them of Santa Barbara County's intent to participate in the Community Recidivism and Crime Reduction Services Grant Program by accepting and distributing Recidivism Reduction Funds in accordance with California Penal Code section 1233.10 and that the Community Corrections Partnership is in agreement; and b) Determine that the submittal of the letter for BSCC funding is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are not a project as they are the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to a...

a) Authorize the County Executive Officer to submit a Letter of Interest to the Board of State and Community Corrections (BSCC) notifying them of Santa Barbara County's intent to participate in the Community Recidivism and Crime Reduction Services Grant Program by accepting and distributing Recidivism Reduction Funds in accordance with California Penal Code section 1233.10 and that the Community Corrections Partnership is in agreement; and
 
b) Determine that the submittal of the letter for BSCC funding is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are not a project as they are the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file the Notice of Exemption.
