Consider recommendations regarding a contract with KNN Public Financing for on-call municipal advisory services, as follows: (4/5 Vote Required)
a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with KNN Public Finance, LLC in an amount not to exceed $50,000.00 per year and a total contract amount not to exceed $150,000.00 for on-call municipal advisory services, with two 1-year options to renew;
b) Approve Budget Revision Request No. 0006007 appropriating $50,000.00 in expenditures from fund balance; and
c) Determine that the above action is not a project under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), because it is a government fiscal activity which does not involve commitment to any specific project which may result in potentially significant physical impact on the environment.
