Title: Consider recommendations regarding a Grant Agreement with Caltrans for the County of Santa Barbara Active Transportation Plan, as follows: a) Adopt a Resolution to authorize the Public Works Director or designee to execute a Grant Agreement with the California Department of Transportation in an amount up to the total grant award, upon the review and concurrence of County Counsel, Risk Management, and the Auditor-Controller, for the County of Santa Barbara Active Transportation Plan, and subsequent amendments thereto required to secure the grant monies for the project; and b) Find that the proposed action does not constitute a "Project" within the meaning of California Environmental Quality Act, pursuant to 14 CCR 15378(b) (2), as it consists of general policy and procedure making.
