Title: Consider recommendations regarding authorization to execute a Sub-recipient Agreement with Channel Island YMCA (CIYMCA) in Support of the Youth-focused Permanent Supportive Housing (PSH) Program, as follows: a) Authorize the Community Services Department (CSD) Director, or their designee, to execute a subrecipient agreement with CIYMCA in the amount of $398,197.00 in a form that is substantially similar to the Fiscal Year 2024 subrecipient agreement subject to concurrence by County Counsel and Auditor-Controller, to support the CIYMCA youth-focused PSH program; and b) Determine that the above recommended actions are exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15378(b)(4) since the recommended actions are government fiscal activities which do not involve commitment to any specific project which may result in a potentially significant physical impact on the environment.
