Acting as the Board of Directors, Laguna County Sanitation District:

Consider recommendations regarding Phase 3 Recycled Water Pipeline, Third and Fourth Districts, as follows:

a) Certify that the Board, acting as a Responsible Agency, has considered the environmental effects of the Final Environmental Impact Report (FEIR) for the Santa Maria Energy Production Plan and Laguna County Sanitation District Phase 3 Recycled Water Pipeline (Project), State Clearinghouse No. 2011091085, pursuant to California Environmental Quality Act (CEQA) Guidelines, Section 15096 (f) of the California Code of Regulations (CCR);

b) Certify that the Board, acting as a Responsible Agency, has reviewed and considered the information contained in the FEIR for the Santa Maria Energy Production Plan and Laguna County Sanitation District Phase 3 Recycled Water Pipeline and makes the CEQA Findings, pursuant to CEQA Guidelines, CCR Section 15091 as required by CCR Section 15096 (h);

c) Consider the FEIR (12EIR-00000-00003) and adopt the mitigation monitoring plan as it pertains to the pipeline and related appurtenances to become the property of the District upon acceptance;

d) Accept an easement deed from the Santa Maria Public Airport District for above referenced recycled water pipeline, and authorize the Clerk of the Board to execute the associated Certificate of Acceptance when the project is approved;

e) Accept an easement deed from the Penelope Lockridge Hartnell Revocable Trust and the Houston Family Trust for above referenced recycled water pipeline, and authorize the Clerk of the Board to execute the associated Certificate of Acceptance when the project is approved;

f) Accept a Grant Deed for real property from the Pyche 2000 Trust for a booster pump station associated with the above referenced recycled water pipeline, and authorize the Clerk of the Board to execute the associated Certificate of Acceptance when the project is approved; and
