Consider recommendations regarding a Grant Agreement with Santa Barbara San Luis Obispo Regional Health Authority dba CenCal Health for the Medi-Cal Outreach and Navigation Grant Funding Award, as follows: (4/5 Vote Required)
a) Approve and authorize the Department of Social Services Director, or designee, to execute the Grant Agreement with Santa Barbara San Luis Obispo Regional Health Authority dba CenCal Health to receive grant funds in the amount of $680,000.00 for the Medi-Cal Outreach and Navigation Grant for the period of August 18, 2026, through June 30, 2027;
b) Approve and authorize the Director of Social Services, or designee, to modify the Agreement concerning the contract term, Enrollment Goals set forth in the Statement of Work, and corrections to minor clerical errors;
c) Authorize the Director of Social Services, or designee, to execute extensions to the term of the Grant Agreement with CenCal Health and allocate the amount of unused funds from the previous Fiscal Year budget to the next Fiscal Year budget, subject to appropriations and budget approval;
d) Approve Budget Revision Request No. 1596 to increase appropriations in the amount of $680,000.00 in the Social Services Department for Salaries and Employee Benefits ($478,162.00) and Services and Supplies ($201,838.00) funded by the Medi-Cal Outreach and Navigation Grant; and
e) Determine that the recommended actions do not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), and are exempt pursuant to Section 15378(b)(4) of the CEQA Guidelines, since the recommended actions are the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
