Consider recommendations regarding the Eleventh Amendment to the Physician Services Provider Agreement, Federally Qualified Health Center with CenCal Health, as follows:

a) Approve, ratify, and authorize the County Health Director to sign the Eleventh Amendment to the Physician Services Provider Agreement, Federally Qualified Health Center with CenCal Health to delete and replace in its entirety the Summary of the Pay for Performance Program (For Primary Care Provider or Primary Care Group) for Santa Barbara County without changes to the performance period January 1, 2025, through December 31, 2030;

b) Approve and authorize the County Health Director to execute any future amendments to this Agreement and to make any of the following changes, upon review and concurrence by the Auditor Controller's Office, Risk Management, and County Counsel's Office and subject to the Board's ability to rescind this delegated authority at any time:

i) Changes to the Agreement that are necessary to conform with federal, State, or local governmental laws, regulations, ordinances, orders, rules, directives, circulars, bulletins, notices, guidelines, and policies;

ii) Updates to reimbursement rates, fee schedules, or incentive program terms to conform with the California Department of Health Care Services directives, CenCal Health's approved rate filings, and/or state or federal funding adjustments, provided there is no increase in County financial obligation beyond budgeted amounts; and

iii) Non-material administrative, technical, or clarifying changes that do not substantively alter the Agreement; and

c) Determine that the recommended actions do not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), and are exempt pursuant to Section 15378(b)(4) of the CEQA Guidelines, since the recommended actions are the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any sp...
