Title: Consider recommendations regarding an agreement with Sanctuary Centers of Santa Barbara for STP Expansion, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Sanctuary Centers of Santa Barbara (a not-for-profit organization) to provide program delivery services targeted towards medium - high risk inmates incarcerated at the Santa Barbara County Jail for the period of January 1, 2018 to December 31, 2018 in an amount to exceed $134,978.00; and b) Find that the proposed actions do not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to 14 CCR 15378(b)(5), in that they are government administrative activities that will not result in direct or indirect changes to the environment.
