Title: Consider recommendations regarding Fiscal Year (FY) 2019 Homeland Security Grant Program (HSGP), as follows: a) Adopt a Resolution authorizing the County Executive Officer (CEO), the Director of Office of Emergency Management (OEM) or the Business Manager, CEO to apply and enter into a contract to accept the FY2019 HSGP with the California Office of Emergency Services behalf of the Santa Barbara County Operational Area; b) Authorize OEM to execute the subrecipient agreements for 2019 Homeland Security Grant Program; c) Approve subrecipient template; and d) Determine that the proposed action is related to the creation of a government funding mechanism and other fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and is therefore exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline section 15378 (b)(4).
