Title: Consider recommendations regarding Amendment No. 3 to the Professional Services Agreement with MNS Engineers, Incorporated for Construction Management Services of Laguna County Sanitation District Phase 1 Plant Upgrade, Fourth and Fifth Districts, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve and authorize the Chair to execute Amendment No. 3 to a professional services agreement with MNS Engineers, Incorporated to extend the contract end date to June 30, 2025, and increase the cost by an amount of $166,992.00; and b) Find that the proposed action does not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15378(b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
