Title: Consider recommendations regarding the Homeland Security Grant Program, as follows: a) Adopt a Resolution authorizing the County Executive Office, his/her Business Manager, the Director of Emergency Services and the Homeland Security Program Emergency Manager to apply and enter into a contract to accept a grant from the Federal Fiscal Year (FFY) 2015 Homeland Security Grant Program (HSGP) on behalf of the Santa Barbara Operational Area; b) Direct staff to return to the Board with the grant as part of the Office of Emergency Management's budget and work program request if the grant is awarded; and c) Determine that the proposed action is related to the creation of a government funding mechanism and other fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and is therefore exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline section 15378...

a) Adopt a Resolution authorizing the County Executive Office, his/her Business Manager, the Director of Emergency Services and the Homeland Security Program Emergency Manager to apply and enter into a contract to accept a grant from the Federal Fiscal Year (FFY) 2015 Homeland Security Grant Program (HSGP) on behalf of the Santa Barbara Operational Area;
