Title: Consider recommendations regarding the Phase 3 Recycled Water Distribution Project, Fourth District, as follows: a) Find pursuant to Government Code Section 51292 (a) and (b) that: i) The location of a proposed recycled water pump station is not based primarily on a consideration of the lower cost of acquiring land in an agricultural preserve; and ii) There is no other land within or outside the preserve on which it is reasonably feasible to locate the proposed recycled water pump station; and b) Find that the proposed action does not constitute a “Project” within the meaning of the California Quality Act (CEQA), pursuant to 14 CCR 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
