Title: Consider recommendations regarding the 2024-2025 Capital Improvement Program (CIP) Project Conformity Review, as follows: a) Receive and file the Santa Barbara County Planning Commission Action Letter from the December 4, 2024 hearing finding that the outlined Fiscal Years 2024-2029 CIP projects to be in conformance with the County Comprehensive Plan; and b) Determine that the proposed actions do not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5) as they consist of organizational or administrative activities of government that will not result in direct or indirect changes in the environment; and that the proposed actions do not constitute "Approval" within the meaning of CEQA Guidelines Section 15352 as they do not commit the County to a definite course of action in regard to any project.
