Consider recommendations regarding an Agreement with Family Service Agency (FSA) for the Housing for the Harvest and Latinx and Migrant COVID-19 Task Force and Language Justice Project, as follows: (4/5 Vote Required)
a) Approve, ratify, and authorize the Chair to execute an Agreement for Services of Independent Contractor with FSA (a local vendor) to provide support services for the Housing for the Harvest program and for the Latinx and Migrant COVID-19 Task Force to provide operational support, engagement, and outreach services related to the prevention of the spread of COVID-19 for a maximum contract amount not to exceed $1,006,500.00 with a term of August 24, 2020 through February 28, 2021 for Housing for the Harvest program services, and a term of August 24, 2020 through August 23, 2021 for Latinx and Migrant COVID-19 Task Force services;
b) Approve and authorize Budget Revision Request No. 0007225 in the amount of $1,006,500.00 to establish appropriations from a release of Public Health Special Revenue Fund balance in Services and Supplies of $906,100.00 for the operational support of the Housing for the Harvest program and $100,400.00 for the Latinx Task Force; and
c) Determine that the above recommended actions are not a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, since they consist of the Creation of governmental funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
