Title: Consider recommendations regarding a Santa Ynez Regional Trail Connector (SYRTC) Study Memorandum of Understanding (MOU); Third District, as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute a MOU with the Santa Barbara County Association of Governments (SBCAG) to perform studies of the SYRTC; b) Approve Budget Revision No. 0010811 that establishes appropriations of $381,000.00 in the General County Programs General Fund for Services and Supplies for an MOU with SBCAG to complete the studies and administer contracts; and c) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(5), finding that the actions consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
