Title: HEARING - Consider recommendations regarding a Response to the 2023-2024 Grand Jury Report on Wellpath Contract Services and Update on Justice System Improvements, as follows: (EST. TIME: 30 MIN.) a) Consider and adopt the responses as the Board of Supervisors' response to the 2023-2024 Grand Jury report entitled "Wellpath Contract Services Provided to Santa Barbara County and the Sheriff's Office"; b) Authorize the Chair to sign the letter and forward the letter and responses to the Presiding Judge of Santa Barbara Superior Court; c) Receive and file staff's report related to Justice System Improvements; and d) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines 15378(b)(5) that the above actions are not a project subject to CEQA review, because they are government administrative activities that do not result in direct or indirect physical changes to the environment.
