Consider recommendations regarding the First 5 Children and Families Commission of Santa Barbara County Acceptance of Appropriations, as follows: (4/5 Vote Required)
a) Accept $557,722.00 of one-time funding for First 5 Santa Barbara County to identify instructional approaches that support learning outcomes for Dual Language Learners and examine the scalability of instructional, professional development, and family engagement strategies as well as infrastructure components that contribute to effectiveness, as the early learning system recovers from the impacts of the COVID-19 pandemic;
b) Approve Budget Journal Entry No. 0007290 to establish appropriations of $321,292.00 in First 5 Santa Barbara County’s First 5 Child and Families Commission Fund for Salaries and Employee Benefits and Services and Supplies funded by unanticipated revenue from First 5 California; First 5 requests the Board approve and ratify the allocation of funds to Fiscal Year 2020-2021; and
c) Determine that the activity is not a “Project” subject to California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(4), the creation of government funding
mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
