Acting as the Board of Directors, Water Agency:
 
Consider recommendations regarding Amendment No. 1 to the Agreement with RMC Water and Environment for additional tasks associated with preparation of the update to the Integrated Regional Water Management Plan for Santa Barbara County, as follows:
 
a) Approve and authorize the Chair to execute Amendment No. 1 to the Professional Services Agreement with RMC Water and Environment (not a local vender) extending the period of the Agreement from December 31, 2013 to March 31, 2014 and increasing the amount by $30,000.00 for additional tasks associated with preparation of the update to the Integrated Regional Water Management Plan for Santa Barbara County for a total amount of $585,737.00; and
 
b) Find that the proposed Amendment No. 1 to the Professional Services Agreement with RMC Water and Environment for the update to the Integrated Regional Water Management Plan does not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA) pursuant to 14 CCR 15378 (b)(4).
