Title: Consider recommendations regarding Lease and Service Agreements for the County Property at 60 Newsome St., New Cuyama with Cuyama Valley Family Resource Center, Inc.; First District, as follows: a) Find that pursuant to California Government Code section 26227, approval of a rent-free Lease Agreement and concomitant Service Agreement with the Cuyama Valley Family Resource Center, Inc. Title
Consider recommendations regarding Lease and Service Agreements for the County Property at 60 Newsome St., New Cuyama with Cuyama Valley Family Resource Center, Inc.; First District, as follows:
 
a) Find that pursuant to California Government Code section 26227, approval of a rent-free Lease Agreement and concomitant Service Agreement with the Cuyama Valley Family Resource Center, Inc. (FRC) are necessary to meet the social needs of the County's population by making available to FRC a facility in which FRC will serve the public purpose of providing community services, and as such:
 
i) Approve and authorize the Chair to execute a rent-free Lease Agreement with the FRC for the County property located at 60 Newsome Street in New Cuyama APN 149-040-011 through June 30, 2033;
 
ii) Approve and authorize the Chair to execute a Service Agreement with the FRC to run concurrently with the rent-free Lease Agreement for the County property located at 60 Newsome Street in New Cuyama APN 149-040-011 through June 30, 2033; and
 
iii) Find that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, no substantial changes are proposed, and no new information of substantial importance has come to light regarding environmental effects of the New Cuyama Family Resource Center APN 149-040-001 or the sufficiency or feasibility of mitigation measures, and therefore approval of the Lease and Service Agreements are within the scope of the project covered by the Addendum to the mitigated negative declaration that was approved by the Board of Supervisors on August 14, 2012 together with the Mitigated Negative Declaration 07NGD-000000-00019 adopted by the Board of Supervisors on July 1, 2008, and that therefore no new environmental document is required.
