Title: Acting as the Board of Directors, Laguna County Sanitation District: Consider recommendations regarding a Professional Services Agreement with Padre Associates, Incorporated, Third and Fourth Districts, as follows: a) Approve and authorize the Chair to execute a two-year agreement with Padre Associates, Incorporated in the amount of $141,180.00 for environmental review of Laguna County Sanitation District wastewater reclamation plant upgrades and master plan improvements; b) Authorize a contingency in the amount of 10% ($14,118.00) with Padre Associates, Incorporated for additional work that may be needed to complete work; and c) Find that the proposed action does not constitute a "Project" within the meaning of the California Environmental Quality Act, pursuant to 14 CCR 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
