Title

Consider recommendations regarding a Resolution Authorizing Application and Acceptance of a Local Enforcement Agency Grant from Department of Resources Recycling and Recovery (CalRecycle) pursuant to Public Resources Code Sections 43230 et seq. and Title 14 California Code of Regulations Sections 18090.0 et seq., as follows:

 

a) Adopt a Resolution to:

 

i) Approve and authorize the Director of the Public Health Department, or Designee, to submit a Local Enforcement Agency Grant application to the CalRecycle in the amount of approximately $22,715.00 for Fiscal Year (FY) 2024-2025;

 

ii) Approve and authorize the Director of the Public Health Department, or Designee, to submit a Local Enforcement Agency Grant application to CalRecycle each FY through FY 2028-2029;

 

iii) Approve and authorize the Director of the Public Health Department, or Designee, to execute documents necessary to accept an award of said Local Enforcement Agency grant funds with CalRecycle; and

 

iv) Approve and authorize the Public Health Director, or Designee, to make and sign all required certifications and to submit any required documents, invoices, and reports required to obtain grant funding; and

 

b) Determine, pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4), that the recommended actions are not a project subject to CEQA review because they consist of the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
