Consider recommendations regarding the execution of a first amendment to the sub-recipient agreement with New Beginnings Counseling Center (NBCC) for expansion of a Safe Parking Program, as follows:
a) Approve and authorize the Chair to execute a first amendment to the subrecipient agreement with NBCC, a California Public Benefit Nonprofit Corporation, to increase California Emergency Solutions and Housing (CESH) program funds in the amount of $60,061.00 for street outreach as part of its Safe Parking Program for a new total contract maximum amount not to exceed $543,461.00; and
b) Determine that the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result...
