Consider recommendations regarding authorizing the County Executive Office, or designee, to execute the U.S. Department of Justice (DOJ) Equitable Sharing Agreement and Certification (ESAC) on behalf of the Board on an ongoing basis, as follows:
a) Approve and authorize the County Executive Officer, or designee to execute the U.S. DOJ ESAC on behalf of the County on an ongoing basis, subject to the Board's ability to rescind this delegated authority at any time: and
b) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines 15378(b)(5) that the above actions are not a project subject to CEQA review, because it is a government administrative activity that does not result in direct or indirect physical changes to the environment.
