Title: Consider recommendations regarding Amendment No. 1 to Senate Bill 1 Baseline Funding Agreement and Memorandum of Understanding between Santa Barbara County Association of Governments (SBCAG), and the County of Santa Barbara for the Sheffield Drive to Ortega Hill Pedestrian and Bicycle Connector, First District, as follows: a) Approve and authorize the Chair to execute Amendment No. 1 to the Memorandum of Understanding with SBCAG for the Sheffield Drive to Ortega Hill Pedestrian and Bicycle Connector project to increase the SBCAG funding amount by $1,250,000.00 for a revised total not to exceed amount of $2,410,000.00 with a term through December 31, 2027; and b) Find that the proposed action does not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to 14 CCR 15378(b)(2) (continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making).
