Consider recommendations regarding a First Amendment to the Agreement for Services of Independent Contractor with SWT Engineering, Inc., Third District, as follows:
a) Approve, ratify, and authorize the Chair to execute Amendment No. 1 to Board Contract (BC) No. 23180 for Services of Independent Contractor with SWT Engineering, Inc. in the amount of $188,746.00 for additional civil engineering services associated with the Tajiguas Landfill, for a total amount not to exceed $710,177.00, and extend the agreement for one year to June 30, 2026; and
b) Determine that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, no substantial changes are proposed, no substantial changes in circumstances have occurred, and no new information of substantial importance regarding environmental effects of the project or of the sufficiency or feasibility of mitigation measures have occurred, and therefore the recommended action is within the scope of the prior environme...
