Title: Consider recommendations regarding Professional Service Contracts for the Tuckers Grove Bridge Replacement and Jalama Restrooms Replacement Projects, Second and Third Districts, as follows: a) Approve and authorize the Chair to execute the professional services agreement with Bengal Engineering, Inc. (Bengal) in the amount not to exceed $188,912.00 to allow Bengal to provide preliminary engineering and preliminary environmental review services for the Tuckers Grove Bridge Replacement Project; b) Determine that the above recommended action (a) does not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306 which consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. Title
Consider recommendations regarding Professional Service Contracts for the Tuckers Grove Bridge Replacement and Jalama Restrooms Replacement Projects, Second and Third Districts, as follows:

a) Approve and authorize the Chair to execute the professional services agreement with Bengal Engineering, Inc. (Bengal) in the amount not to exceed $188,912.00 to allow Bengal to provide preliminary engineering and preliminary environmental review services for the Tuckers Grove Bridge Replacement Project;

b) Determine that the above recommended action (a) does not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306 which consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded, and direct staff to file a Notice of Exemption;

c) Approve and authorize the Chair to execute the professional services agreement with Blackbird Architects, Inc. (Blackbird) in the amount not to exceed $113,300.00 to allow Blackbird to provide design construction administration services for the Jalama Restrooms Replacement Project; and

d) Determine that pursuant to the CEQA Guidelines Section 15162, no substantial changes are proposed to the project covered by the above recommended action (c), and no new information of substantial importance has come to light regarding environmental effects of the project or of the sufficiency or feasibility of mitigation measures, and therefore these actions are within the scope of the project covered by the mitigated negative declaration and monitoring program under 16CDP-00000-00106 approved and adopted by the Planning Commission for this project on October 13, 2021, and ...
