Title: HEARING - Consider the request of Walt Alves, Alves Properties, agent for Ernest Kaufmann, to consider Case Nos. 07RZN-00000-00002 and 07AGP-00000-00004 for approval of a rezone of 40 acres (Assessor's Parcel Number 139-510-001), located approximately 3/4 mile southeast of the intersection of Refugio and Mesa Verde Roads, in the Santa Ynez area, from 40-AL-O (Ordinance 661) to AG-II-40 in compliance with Section 35.104 of the County Land Use Development Code; and of the creation of a new prime agricultural preserve contract, Third District. as follows: Approve the Rezone: a) Consider the adoption of an Ordinance, 07RZN-00000-00002, to amend the assessor parcel 139-510-001; b) Adopt the required findings for 07RZN-00000-00002 and 07AGP-00000-00004 specified in Attachment A of the Planning Commission action letter dated August 8, 2007; c) Accept the exemption, dated August 8, 2007, pursuant to CEQA Section 15061(b)(3); d) Adopt a Zoning Map Amendment for APN 139-510-00...

Approve the Rezone:
 
a) Consider the adoption of an Ordinance, 07RZN-00000-00002, to amend the assessor parcel 139-510-001;
 
b) Adopt the required findings for 07RZN-00000-00002 and 07AGP-00000-00004 specified in Attachment A of the Planning Commission action letter dated August 8, 2007;
 
c) Accept the exemption, dated August 8, 2007, pursuant to CEQA Section 15061(b)(3);
 
d) Adopt a Zoning Map Amendment for APN 139-510-001, amending the Inland Zoning Map for the Santa Ynez Valley Rural Region Zoning District; and
 
Approve the creation of a new prime Agricultural Preserve Contract:
 
e) Accept the exemption, dated August 8, 2007, pursuant to CEQA Section 15317;
 
f) Execute the agreement, dated November 27, 2007, creating Agricultural Preserve, 07AGP-00000-00004; and
 
g) Adopt a resolution, dated November 27, 2007,  creating Agricultural Preserve, 07AGP-00000-00004.
