Consider recommendations regarding the Real Property Exchange Intent with Aera Energy LLC, for property adjacent to the Tajiguas Landfill, Third District, as follows:
 
a) Approve a Notice of Exemption pursuant to the California Environmental Quality Act (CEQA) guidelines for the proposed voluntary merger between the County and Aera Energy LLC as shown on the Exchange Exhibit;
 
b) Authorize the publication of the Notice of Intention of the Santa Barbara County Board of Supervisors to Exchange Real Property in the Santa Barbara News Press for one week, setting the date for February 27, 2001 for the exchange;
 
c) On or after February 27, 2001 authorize the following:
 
i) Authorize the Clerk of the Board to accept the Grant Deed, (Aera as Grantor) to portions of the real property known as APN 81-150-15 and -27 to be conveyed to the County of Santa Barbara, by signing the Certificate of Acceptance;
 
ii) Authorize the Clerk of the Board to execute the Grant Deed (County as Grantor) conveying to Aera a portion of the real property known as APN 81-150-21;
 
iii) Authorize the Clerk of the Board to execute the Agreement and Grant of Easement granting to Aera the right to cross a portion of County property, APN 81-150-21;
 
iv) Authorize the County Surveyor's Office to process the voluntary merger of a portion of Aera's parcel numbers 81-150-15 and -27 with County parcel number 81-150-21.
