Title: Consider recommendations regarding the authority to advertise and receive bids for the Foster Road Sewer Rehabilitation Project, Fourth District, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Authorize the Public Works Director to advertise and receive bids for the Foster Road Sewer Rehabilitation Project; and b) Determine that advertising for and receipt of bids is an administrative and fiscal activity that will not result in changes to the environment and therefore does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to 14 CCR Section 15378(b)(5).
