Title: HEARING - Consider recommendations regarding a Community Assistance Recovery and Empowerment (CARE) Court Update, as follows: (EST. TIME: 45 MIN.) a) Receive and file a summary report on the CARE Act which will establish CARE Court in Santa Barbara County by December 1, 2024; b) Provide direction as appropriate; and c) Determine that the proposed actions are not a "Project" within the meaning of the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15378(b)(4), because they consist of the creation of a government funding mechanism or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; and CEQA Guidelines Section 15378(b)(5) since the proposed actions are the organizational or administrative activities of government that will not result in indirect or direct physical changes in the environment.
