Title: Consider recommendations regarding Case Investigation and Contact Tracing Memorandum of Understanding (MOU) with California Department of Public Health, as follows: a) Approve, ratify, and authorize the Chair to execute a MOU between the California Department of Public Health and the County of Santa Barbara for Emergency Medical and Health Disaster Assistance authorizing up to thirty State employees to assist the County with Case Investigation and Contact Tracing in Santa Barbara County for COVID-19 during the period of July 20, 2020 through December 19, 2021; and b) Determine that the proposed action does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because it consists of organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
